Ministry of Transportation highway reconstruction projects are subject to the Class Environmental Assessment for Provincial Transportation Facilities (2000). This project is classified as a Group 'B' project, and will involve major improvements to an existing facility. The study includes both preliminary and detail design, including the review and assessment of design alternatives.
Consultation is a key component of the MTO Class EA process for Group ‘B’ projects, and will be on-going throughout the duration of the project. Notices have been placed in local newspapers (Alexandria Glengarry News and the Embrun Le Reflet) to provide information to the public at key project milestones.
An on-line Public Information Centre (PIC) was held between April 24 and May 22, 2019 to allow the public an opportunity to review the project and provide comment. Notification was provided in local newspapers in advance.
As the project is nearing completion a Transportation Environmental Study Report (TESR) has now been prepared and made available for a 30-day public review/comment period (October 3 to November 4, 2019).
The TESR has been advertised to the public via a “Notice of Study Completion” that will be published in the newspapers noted above. The TESR documents the following information:
- Major features of the proposed work
- Consultation completed for the proposed work
- Project approvals / permits required for the proposed work
- Environmental impacts associated with the proposed work and any required mitigation measures
- Any commitments to future work
If there are no outstanding concerns following the 30-day public review period for the TESR, the project may be considered eligible for construction start pending funding and approvals.
